| This debate has been in loop-back with my buddies for a number of years. Perhaps somebody here can help us solve 'the big mystery' of.... Is it possible for a player to use hacks on the client side which will generate lag on a server that only affects the other players and not themselves?

this has been verified in CS 1.6, and CS Source at least (which means IT IS POSSIBLE).
CS: Source, though has implemented a fix (they call it 'tick rate').
As I understand it, the player's computer can pretend to have a high ping: causing the server to 'deal' differently with the players, which gives the player a 'cheating' advantage, and can cause the server to lag to 'deal' with the slow client.
'tick rate' among other things, prevents gamers from implementing this hack by simply dropping them if their ping gets too high, and setting rules for how often the client must respond (tick).
I'm sure there are others out there: I don't know them all, but I would guess they are similar (like Packet Loss, ping floods, etc.)

| Thanks for the explanation. The player running the hack that makes the server think that their ping is higher, is the high ping displayed on the server stats? Would I bring up the stats page and see this player running say a, 400 ping? Or would their true ping be displayed (say it was 60) to the other players on the server, though the server itself would think (due to the hack) that the player had a 400 ping and thus needed to compensate for it? Hope my question was clear.

Yep, the server would be reporting the bad ping to all.
pretty nasty cheat ... but it's gone the way of old news.
There are new hacks now!
